The Platform Management Plan (which is really a collection of plans) is used by the technical lead to document the project specific realizations of several process areas (e.g. which tools are used).

The technical lead (circle) is responsible for the monitoring of the activities against the platform management plan. The technical lead (circle) is responsible to adjust the plan, if deviations are detected.
